§ 11.5-5.03. Emergency Powers.

When necessary, the Mayor shall declare a "state of emergency". Any emergency powers that Council may have established by ordinance to suppress mobs, riots and tumultuous assemblies, or to act in the case of an emergency resulting from any disaster, shall then devolve upon the City Manager.
